- According to the news of the 2023 Hainan Province Transportation Working Conference held on April 7, Hainan will contribute traffic wisdom and transportation scheme to the steady promotion of the construction of Hainan Free Trade Port with the spirit of "breaking through", the momentum of "innovation" and the style of "doing", focusing on actively expanding effective investment in transportation and comprehensively promoting various key tasks of the construction of the Free Trade Port. The annual highway and waterway investment is planned to be 23 billion yuan.Ensure that the new seaport passenger transport integrated hub project will be completed and delivered by the end of April, and the round-the-island tourist highway will be fully connected within the year.
Hainan will plan the construction of a modern comprehensive transportation system as a whole, promote the issuance of the Outline of Hainan Comprehensive Three-dimensional Transportation Network Planning and the Five-Year Action Plan (2023-2027) for Accelerating the Construction of Hainan Free Trade Port as a Leading Area for Transportation Power, and accelerate the revision of the overall planning of Haikou Port, Yangpu Port, Sanya Port and Basuo Port.Accelerate the preliminary work of a number of reserve projects such as the expansion project of the Paipu to Bailian interchange section and Haikou section of Hainan Island Expressway, and strive to start construction as soon as possible.Focusing on Haikou, we will actively promote the comprehensive freight hub to strengthen the chain.
This year is a crucial year for promoting the operation of the free trade port, and all key tasks have been promoted in an all-round way. Hainan Communications will promote the construction of an international shipping hub for the new six-sea corridor in the west of Yangpu, continuously encrypt the flight network of liner routes, and strive to open 42 container liner routes in Yangpu Port with a container throughput of more than 1.8 million standard containers.We will promote the construction of the cruise tourism pilot zone and the yacht reform and development innovation pilot zone, and steadily push forward the pilot implementation of the Hainan cruise port sea tour route.Orderly opening, restoration and encryption of domestic and foreign passenger and freight routes, and strive to implement the seventh right of navigation policy as soon as possible.
By the end of last year, the number of international navigation ships with "Yangpu Port of China" as the port of registry had reached 34, with a capacity of 4.92 million deadweight tons, helping Hainan to rank second in the country in terms of total tonnage of international navigation ships. This year, Hainan Communications will promote the optimization of "zero tariff" import transportation vehicles and yachts and other policies, and further release the agglomeration effect of relevant supporting policies such as "China Yangpu Port" port of registry;Strengthen the construction of the new Hailu Island logistics park, improve the multimodal transport service function, and promote the sharing of logistics information and data;Accelerate the construction of smart port with the project of "Smart Yangpu-Smart Port" as the starting point, and gradually realize the integration of port and shipping logistics information.
"In 2022, the fixed asset investment of Hainan highway and waterway exceeded 20 billion yuan for the first time, reaching an all-time high." The port throughput of Shandong Province reached 188 million tons, and the container throughput reached 3.918 million standard containers, with a year-on-year growth of 17.2%. The domestic and foreign trade shipping route network of the whole province is improving day by day. The domestic passenger transport of civil aviation has basically recovered to the level before the epidemic situation, the international passenger and freight routes have gradually recovered and increased the number of flights. Significant achievements have been made in the construction of major projects. In 2022, Hainan set up a special team for the expansion project of Yangpu Regional Container Hub Port, established a linkage, coordination and communication mechanism between ministries and provinces, completed the preliminary approval procedures of the project in only one year and started smoothly;Five projects, including Haikou section of Shenhai Expressway and Wenlin Expressway, were completed and opened to traffic, and the mileage of expressways in the province reached 1399 kilometers.Projects such as the round-the-island tourist highway have been accelerated, and a number of key projects such as the Yangshan Avenue to Ding 'an Muruishan Highway (Ding' an Qionghai Section) and the Tropical Rainforest National Park Tourist Highway have been newly started.
